Phase I Action Plan

As a first step, Government of Andhra Pradesh has identified 19 small and medium size Public and Co-operative Enterprises for restructuring, downsizing and even closure.

Implementation of Social Safety Net:

The Public Enterprise Reform in the State has a humane dimension. Job loss trauma is mitigated by better severance package under VRS. The benefits under this voluntary retirement scheme are more beneficial to the workers than the compensation paid under ID Act, which is the normal entitlement.

Social Safety Net Programmes are put in place to moderate the social impact of the retrenched workers in P.E.Reform under Phase-I Action Plan. This programme will include counselling, retraining and limited follow up services. The Institute of Public Enterprise has been appointed as a Nodal Agency to conduct counselling and survey. The counselling is taken up for the workers and training is organised in areas in which they are interested and for which they are suitable so that they can find avenues in the emerging labour market. Assistance is also provided for rehabilitating them through self-employment or private employment.

It is proposed to cover 1500 workers under this programme with an amount of Rs.2.52 crores.
